关于一九五二年度基本建设计划问题,业在第四次基本建设会议上作过布置。兹再就修正范围,修正事项及方法,作如下指示:甲、修正范围1.限于已批准之工程项目,只能减不能增;2.在「三反」后发觉有些工程项目与增产节约原则不合,可缓办或不办应取消者;3.有些工程项目经「三反」后发觉标准高,单价大,应降低工作量者;4.住宅建筑工作量经第四次基本建设会议宣布变更工作量者;(此项修正数字较原计划宿舍投资增出数字一并列入修正计划,但减少数字由厅收回不得移作他用。) As for the issue of capital construction plan in 1952, the industry was arranged at the Fourth Capital Construction Conference. We hereby give the following directions as to the scope of amendments, corrections and methods: A. Scope of amendment 1. Limited to approved projects, we can only add or subtract; 2.
