按照《电力体制改革方案》的要求,国家电力公司在厂网分开和主辅分离的改革中迈出了实质性的一步,发电资产、电网资产和辅业资产在最高层面进行了重组,两大电网公司、五大发电集团公司和四个辅业集团公司同时挂牌成立。新的电网公司、发电和电力辅业集团公司的组建,从组织上实现了资产管理主体的变更,但有关的法律关系问题仍需要尽快理顺并加以妥善解决。
In accordance with the requirements of the “Electric Power System Reform Plan”, the State Power Company took a substantial step forward in the reform of separating the power plant from the separation of the main power plant and the secondary power plant. Power Grid Corporation, the five major power generation group companies and four auxiliary industry group companies also set up.
