当前,在基本建设经济管理体制改革中,有的同志提出,将建筑产品按已完工程分次结算工程价款的办法,改为完工后一次结算。回顾建国三十多年来,在工程价款结算上正反两个方面的经验,综观我国目前基本建设的现状,我认为,建筑产品能否按一般销售方式,实行完工后一次结算工程价款办法,还值得研究。现提出个人一点粗浅看法,与关心这方面问题的同志共同探讨。 (一) 在商品和货币存在的社会主义条件下,用来满足生产需要和为广大人民群众生活服务的建筑产品也是商品,这是被大多数同志所承认了的。这种认识是一些同志提出建筑产品完工后一次结算的理论依据。在他们看
