全国人大代表江香梅认为,我国虽然划定了林业生态红线,但林业生态红线划定及保护机制仍未真正建立,在生态红线的划定、实施主体和保护措施等方面存在诸多问题。目前,国家对生态红线的概念不是很明确,比如目前对林业生态红线的划定,大都是各级林业部门根据现状和发展目标确定的。但规划目标是一个争取目标,可能实现,也有可能难以实现,而生态红线是无条件应达到的最底线,是一个最低的临界目标,两者显然不是一个概念。 Jiang Xiangmei, deputies to the NPC, believes that although the red line of forestry ecology has been demarcated in our country, the delineation and protection mechanism of the red line of forestry ecology has not yet been established.
