全球化强有力地影响着城市的发展,塑造和改变着城市的功能,对新世纪“京三角”城市群发展的思考不能脱离世界发展的潮流,前面我们以全球的视角观察了“京三角”地区的未来走势。现在,则应从京三角发展的实际出发清理思路。目前京三角城市发展困难重重,很多城市都是各自为政,封闭发展。尤其是北京与天津的关系一直定位不清,这不但严重影响了两地的发展,而且也是“京三角”实现一体化的瓶颈。解决这个问题,我们不能教条地搬用过去的理论,而应自觉地、创造性地寻求解决问题的可行途径。从京津两地今后发展考虑,分工舍作与协调发展成为两地的现实选择;而从整个京三角区域的长远规划考虑,一体化的关键在于北京与天津能否携手合作;从“建设世界城市”的需要出发,京津必须实施“双核心/多中心”都市圈战略,才能向世界上的大都市圈看齐。不论从哪个角度考虑,京津合作都是大势所趋和当务之急。

The key to integration lies in whether Beijing and Tianjin can work together from the perspective of the long-term planning of the whole Beijing-Beijing region. City “needs, Beijing and Tianjin must implement the” dual-core / multi-center "metropolitan area strategy in order to align themselves with the metropolitan areas in the world. No matter from what point of view, cooperation between Beijing and Tianjin is the general trend and top priority.
