随着大卫生观的产生,预防保健工作的深入,初级卫生保健的开展,有关基层防保人员应持什么样的大医德观的研讨,已成为科学发展的必然。笔者认为,在基层防保人员中,提倡和增强以“人民健康高于一切”为主要内容的大医德观,象白求恩同志学习,树立全心全意为人民服务的思想,是促进和保证初级卫生保健工作顺利进行的关键。这是因为: 1.从我国国情看。我国是一个发展中的农业国,80％的人生活在农村。提高农村居民的保健水平和身体素质,是初级卫生保健工作的主要内容。而这些人的保健服务,主要是由乡、村两级防保人员提
