2004年2月10日至3月10日,江苏省常州市机场路“马拉黑”拉面馆、清潭路140号伊回斋拉面馆等6家经营拉面的场所连续发生投毒案件,先后造成30余人中毒。由于被投毒的6家拉面馆均为回民所开设的伊斯兰清真拉面馆,而中毒者又均为汉族人,一时间社会各界众说纷纭,各种猜测不胫而走,引起了市民较大的恐慌。此案的发生引起了市委、省委、国家民委的高度关注,公安部周永康部长及江苏省委、公安厅和常州市委等各级领导均做出批示,要求组织力量迅速侦破,全力维护社会稳定。常州市公安局迅速成立专案组进行侦查。经现场勘查和调查走访,确定上述案件为针对拉面经营场所的系列投毒案件,犯罪分子投放毒物的载体均为拉面馆内白色瓷壶盛装的香醋,所投放毒物均为农药甲胺磷。 3月11日18时许,犯罪嫌疑人丁儒民(男,现年45岁,常州造漆厂内退职工)在常州市吊桥路上一家拉面馆再次作案时被伏击民警当场抓获。本文就该系列案件侦查过程中刑事技术的成功应用进行分析和总结,以供在今后的侦查实践中参考借鉴。
