党的十五届四中全会召开以后,如何进一步推进国有企业改革与发展,特别是如何按照市场经济发展要求规范政府与企业关系,已成为大家关注的热点恰逢此时,上海有关部门几位领导参加了由中组部和国家外专局联合举办的领导干部经营管理研究班在新加坡围绕新加坡政府对国有企业的有效管理这一命题,集中安排了市场经济体制与政府功能、新加坡政府企业的管理、政府企业的人力资源管理以及企业改革与失业社会保险等课程,并实地进行考察,本刊特请参加这次考察的四位成员进行笔谈。
