案例简介:任某是县城关镇政府党员干部。1999年9月,任某受镇政府委派,负责南环街沿路农户的拆迁,协助县拆迁指挥部安排拆迁户的住房地基,并先后收取办理了安排给本镇6名干部的地基款。在拆迁安置期间,城东村居民乔某私自抢占了一块已安置给他人的地基,因而一直未履行交款手续。2000年8月10日,乔某通过私下说情,将16060元地基款交给任某,此时县拆迁指挥部已撤销两个多月,乔某并不明知。任某收下乔的地基款后,用剩余的盖有原收款公章的空白收据给乔某办理了交款手续。之后未告知任何领导,将该笔地基款用于个人建私房。2001年7月案发后,任某将该笔地基款交给了调查组。讨论此案时对任某的行为如何定性产生了分歧。 Case Description: Ren is a county town government party members and cadres.
