随着现代化建设的不断推进、城市化进程的不断加速,各类公共安全事件日益多发,群众安全需求日益多元,如何更加有效地运用110社会应急联动工作机制,更好地服务群众和社会、保障安全和稳定,是当前各级政府创新社会管理视野中的一项亟待解决的重大课题。目前110社会应急联动工作存在承诺难以兑现,服务无法到位;指挥缺乏权威,合力不能形成;管理出现缺位,效能发挥受限等问题。对此,110社会应急联动工作机制应积极顺应时代发展的趋势,从促进社会公共事业发展,保障社会稳定和人民群众安居乐业的角度出发,实现自身全方位的转型升级,建成一个“政府领导,整体联动,高效运作,服务社会”的社会联动工作机制。
