为了考核各分公司对总部运行控制中心(SOC)在运行控制中的协调配合能力,克服传统协调配合度考核方法忽略了影响分公司运行控制协调配合度的不确定因素和对立因素的缺点,提出了基于集对分析(Set Pair Analysis,SPA)的分公司运行控制协调配合度评价模型。通过对航班运行控制中协调配合工作的分析,建立了包含辅助运行调度协调、辅助签派放行、辅助机组运行管理、辅助情报性能4个模块的评估指标体系。综合考虑评价者主观重视程度和评价问题多指标决策的特点,利用层次分析法确定了指标权重。从同、异、反3个方面研究了分公司运行控制协调配合的确定性与不确定性,利用联系度的概念从全局角度对协调配合度进行了集对分析,并通过实例对协调配合度进行评估。算例表明,评价结果与南航A分公司2012年一旬运行控制协调配合度的实际情况相符,方法通用性强且简单易行。
