在今日中国,对石油及其产品的需求日益增多,1993年,我国首次成为原油净进口国,据预测2015年原油对外依存度将达到65%左右。有鉴于此,甬沪宁管网于2003年竣工投产。甬沪宁进口原油管线起点为宁波大榭岛、岙山,途经浙江、江苏和上海,最后到达南京,是目前国内距离最长、口径最大的原油管线。该原油管网全长917Km,其中海底输油管线50 Km,链接三个原油接卸码头及下游6个大型炼化企业,肩负着年输2000万吨的进口原油任务。如何保障动辄穿越几千公里长输油气管道的安全,已成为越来越突出的问题。本文首先分析了甬沪宁进口原油管网存在的安全问题,其次,就如何有效加强长输管道安全防范进行了深入的探讨,具有一定的参考价值。
In today’s China, the demand for oil and its products is increasing. In 1993, China became the net importer of crude oil for the first time in 1993. It is predicted that the dependence on foreign crude oil in 2015 will reach around 65%. In view of this, Ningbo-Shanghai-Nanjing pipe network was completed and put into operation in 2003. Ningbo-Shanghai-Nanjing crude oil import pipeline starting point for the Daxie Island in Ningbo, Dangshan, via Zhejiang, Jiangsu and Shanghai, and finally arrived in Nanjing, is currently the longest distance, the largest caliber crude oil pipeline. The crude oil pipeline network is 917Km long, including 50 Km of seabed pipeline, linking three crude oil terminals and six large-scale downstream petrochemical enterprises, shouldering the task of importing 20 million tons of crude oil each year. How to ensure the safety of transporting oil and gas pipelines thousands of kilometers long at every turn has become an increasingly prominent issue. This paper first analyzes the safety problems of Ningbo-Shanghai-Nanjing crude oil pipeline network, and secondly, it has some reference value on how to effectively strengthen the long-distance pipeline safety precautions.
