Recently, the Second Session of the Eleventh National People’s Congress of Guangdong Province came out with news: In order to encourage delegates to perform their duties conscientiously, the Guangdong Provincial People’s Congress has issued a 1,000-yuan duty allowance for each delegate. As soon as the news came out, deputies to the deputies should not be made a topic of concern. Some people think that this is the affirmation and encouragement of the representative’s role, which is conducive to inspire the representative to perform their duties. Some people think that the qualification of NPC deputies is given by the people out of trust through trust. There is no “hiring” relationship between representatives and voters, It is not proper to give people’s congress deputies the right to perform their duties. Selected here for several authors contributions for further discussion and reflection.
