背景安全生产与职业健康在本质上具有同一性,两者的监管又存在诸多共性,安全生产与职业健康一体化监管既符合当前简政放权的行政体制改革路线,又契合安全生产领域改革发展布局,还有利于减少监管工作对生产经营企业的不利影响。世界工业发达国家大多在20世纪70年代就颁布了安全生产与职业健康相融一体的法律法规,并建立了相对应的一体化监管体系,也为我国安全生产与职业健康一体化监管体系的建立与完善提供了借鉴与参考。
