From March 16 to March 23, 2003, the “Third World Water Forum” was held in Japan. The meeting showed that the issue of water has drawn great attention worldwide, including water shortages, water pollution and the ever-increasing water supply and drought disasters. Many areas are experiencing water-related dilemmas, such as food shortages and epidemics, and some water problems have even led to international conflicts. Without effective action to ease the current situation, the water problem will be even worse in the near future. At the conference, “water and energy” became an important topic on the agenda of the conference. The first international seminar on sustainable use of water in energy was held during the symposium. The relationship between water and energy with a focus on hydropower was discussed. The World Summit on Sustainable Development (held in Johannesburg, South Africa in 2002) The recommendations were followed up. Ministerial meetings were held in Kyoto prior to the conclusion of the meeting, and ministers or heads of delegation of more than 170 countries attended and adopted the ministerial declaration / Kyoto declaration, which contains special attention to hydropower, such as (Article 15) We are aware of the role of hydropower as a renewable and clean energy and believe that its potential for development should be achieved in an environmentally sustainable and socially rational way. “Both the Kyoto Declaration and the Johannesburg Summit issued major directives for the future role of hydropower, Topics include: ”Renewable energy policies / legislation should cover all sizes of hydropower stations; as the case may be, the role of both large and small hydropower projects will play a role." At the First International Symposium on Sustainable Water Use in Energy, the International Hydropower Association (IHA) exchanged three reports, one of which was for the State.
