据估计世界上全部科学知识的90%是近30年创造的,同时全世界有史以来的90%的科学家和工程师都是生活和工作在我们这一时代。人们预测这一知识体到2000年将翻一番。因此技术进步正在决定着将如何和将在哪些国家创造工作职位。落后的国家将必然在为国民增加收入和提供就业机会方面遇到越来越大的困难。正是这些因素促使加拿大先进技术协会最近发表了“全国技术政策协商会议”的最终报告。
It is estimated that 90% of all scientific knowledge in the world was created in the past 30 years and that 90% of scientists and engineers all over the world have lived and worked in our time. It is predicted that this body of knowledge will double by the year 2000. So technological advances are deciding how and in what countries to create jobs. The backward countries will inevitably encounter increasing difficulties in increasing their incomes and providing employment opportunities for their citizens. It is these factors that prompted the Canadian Advanced Technology Association to publish the final report of the “National Technology Policy Consultative Meeting.”
