按照建立社会主义市场经济体制的要求,政府管理经济的基本方式是间接的宏观调控,企业独立自主地进行微观活动,政府专业经济管理部门将逐步撤销。这样,在国家宏观管理层与企业微观活动层之间,客观上需要一个非政府机构的中观协调层,这就是中介组织。随着行政管理体制、政府机构改革和企业改革的深化,加速中介组织的发育已经显得越来越迫切。实践表明,只有建立起有中国特色的中介组织,才有利于社会主义市场经济体制的建立运行。
In accordance with the requirements of establishing a socialist market economic system, the basic method by which the government manages the economy is indirect macroeconomic regulation and control. The enterprises conduct microeconomic activities independently and autonomously and the specialized economic management departments of the government will gradually withdraw them. In this way, between the state macro-management and the micro-activity level of the enterprise, objectively, it needs an intermediary mediation layer of non-governmental organizations. This is an intermediary organization. With the reform of administrative management system, government agencies and enterprise reform, it has become more and more urgent to speed up the development of intermediary organizations. Practice shows that only the establishment of an intermediary organization with Chinese characteristics can it be conducive to the establishment and operation of the socialist market economic system.
