《印度铁路》杂志1979年4月号发表了印度铁路机务局燃料付局长姆库潘得所撰“印度铁路的牵引政策及其对能耗的影响”一文,全文如下: 印度铁路牵引的燃料消耗费,1978—79年度为三十二亿六千六百五十万卢比,1979—80年度为三十九亿四千万卢比,分别占各年度经营费的18%和20%,即每日燃料费超过了一千万卢比,成为铁路经营费中的最高项,因此,节约燃料消耗的必要性是明显的。全球性的石油短缺和普遍存在的电力危机加重了这一课题,所以,对能源问题进行审议也就更加重要。尽管牵引政策影响能源利用至为重大,但很明显,它不能仅根据总的燃料消耗来制定。
