社区就业有利于缓解就业压力,满足社区居民日益增长的多元社区服务需求,适应人口老龄化、家庭规模小型化和国企事业单位后勤社会化的需要。社区服务的需求量、社区服务的供给量、政府的政策支持是影响社区就业吸纳能力的三大因素。社区居民传统的消费观念、陈旧的择业观念、较低的社区服务供给能力、政府优惠政策执行中的纰漏,制约了社区就业吸纳能力的提升。为此,应该倡导适应市场经济发展的消费观念;宣传新的就业观和择业观;增强社区居民提供服务的职业技能培训的针对性、实用性;建立和完善社区就业的综合管理机制;扩大优惠政策的覆盖面,简化申贷手续,采用行政与市场相结合的方式解决社区服务场地受限的问题。
