在区域经济一体化、全球经济一体化进程中,县域经济作为区域经济的微观部分,往往更多地会局限于县域发展中需要跨县管理的一系列问题。在现有的县域行政治理体制下,各地政府以自身利益最大化而不是以整个县域利益最大化和全国经济快速均衡发展为出发点进行决策并采取行动,县域内也没有统一组织代表整个区域利益,造成单个县级地方利益很难与区域整体利益统一,从而使得一系列需要跨县统一管理的问题无法从根本上解决,制约了整个县域经济的发展。
