1.根据农业部、海关总署《关于对进出口农药实施登记证明管理的通知》[农农发(1999)9号]的有关规定,进出口用于预防、消灭或控制危害农业、林业的病、虫、草和其他有害生物以及有目的地调节植物、昆虫生长的化学合成或者来源于生物、其他天然物质的一种物质或者几种物质的混合物及其制剂(包括原药和制剂),均须申请办理“进出口农药登记证明”(以下简称“证明”)。在工业生产加工过程中使用的杀菌剂或防腐剂,不属于进出口农药登记证明管理范围。
