2001年,因受美国经济增长速度放慢的影响,特别是“9.11”恐怖事件对世界经济的冲击,欧盟经济从年初的稳定增长逐步转入呆滞或下降。在此情况下,欧盟各国仍努力贯彻和实施第五个研究与技术开发规划(本文称“研发总规划”)和2000年12月欧盟首脑尼斯会议达成的发展科学政策协议,取得了一系列显著的进展,并顺利制定第六个研发总规划。
