“党委合一,政企分离”的体制,不仅有利于统一资源、统一布局,更有利于加快地方经济建设和克拉玛依油田的发展。新疆克拉玛依市油田,这座极具共和国特色的老工业基地,自创建之日起城市与油田就没有分离过。克拉玛依市是目前国内唯一的一座“党委合一,政企分离”的石油城市,也可以说是中国石油集团公司直接管理的唯一城市。这种“党委合一,政企分离”的体制不仅有利于统一资源、统一布局,而且容易加快地方经济建设和克拉玛依油田的发展。
