公民权是随着公民意识与公民文化的发展而逐步提出并发展起来的,从1689年英国的《权利法案》到1791年美国的宪法修正案和法国的《人权与公民权利宣言》,无不对公民权在国家根本法上作出规定,这些早期的践行者赋予公民权以自由、平等、独立的内涵。随着大众传播媒介的迅速发展,公民权作为一种对社会民主进程起关键作用的参与权逐渐引起人们关注。以传播政治经济学为视角来展开对当今公民权的思考和探究,可以让我们更清晰地看到公民权在新时期的现状,思考其具有的新内涵,厘清公民享有的权利,发挥大众传播媒介在社会民主进程中的作用。
