在今后继续实行积极财政政策的一段时期内,国家运用财政政策支持西部大开发的基本着力点,应该是主要通过发行国债来加大对西部地区的投资力度,以在西部地区突出生态环境建设和加快基础设施建设。这就需要回答下列问题,目前国债发行状况如何?扩大国债发行规模还有多大空间?国债资金的使用情况和投资的效应如何?国债投资如何向西部地区倾斜?本文针对这些问题进行分析,并提出政策选择建议。
