日本“3·11”大地震引发的核泄漏事故在世界范围内掀起重新探讨核电安全与使用的浪潮,但中国仍然继续贯彻发展核电的政策没有改变。要达到2020年中国非化石能源占一次能源利用比例15%的目标,发展核电是目前唯一有效的选择。从目前已经得到的论证资料和已经启动的前期项目看,核发电在山东具备的优势和潜力非常明显,这无疑将为山东经济的可持续发展提供一定的电力能源保障。山东核电产业发展中存在的问题:核电产业的专门人才仍然缺乏;资金投入的持续性及投资风险不可小觑;综合装备制造技术和产品质量与发达国家还有差距;核安全检测、监管规范、法律体系存在隐患;核燃料循环处理与安全成本支出巨大等。
The nuclear leak caused by Japan’s “3.11” earthquake set off a wave of renewed discussions on the safety and use of nuclear power all over the world. However, China’s policy of continuing to implement nuclear power development has not changed. To reach the target of 15% of primary energy use by non-fossil fuels in China by 2020, the development of nuclear power is the only effective choice so far. From the demonstration materials that have been obtained so far and the preliminary projects that have been started, the advantages and potential of nuclear power generation in Shandong are obvious. This will undoubtedly provide certain power and energy security for the sustainable development of Shandong’s economy. Problems in the development of Shandong nuclear power industry: the shortage of specialized personnel in the nuclear power industry; the persistence of investment in capital and the risks of investment can not be underestimated; there is still a gap between the comprehensive equipment manufacturing technology and the product quality in developed countries; nuclear safety testing, There are hidden dangers in the legal system; the treatment of nuclear fuel cycle and the huge safety and security costs.
