医疗保险制度是社会保障制度的重要组成部分。它关系到维护广大职工的切身利益,关系到改革、发展、稳定的大局,是各项社会保险制度中最复杂的一项,被称为“世界性难题”。医疗保险制度改革是一个复杂的社会系统工程,涉及到方方面面利益格局的调整,人们对其关注程度之高远远超过了其他诸多问题。文章回顾了我国社会医疗保险的发展历程,并分析了我国医疗保险改革的现状、现行制度存在的缺陷,提出了完善我国医疗保险制度的思路与具体措施。
The medical insurance system is an important part of the social security system. It is related to safeguarding the vital interests of the broad masses of workers and the general interest of reform, development and stability. It is one of the most complicated items in various social insurance systems and is called “a worldwide problem.” The reform of the medical insurance system is a complex social system project involving the adjustment of the interests of all quarters and the degree to which people pay more attention to it than many other issues. The article reviews the development of social medical insurance in our country and analyzes the status quo of medical insurance reform in our country and the defects in the current system. It puts forward the ideas and specific measures to perfect the medical insurance system in our country.
