资金是文化产业发展的血液,投融资及其形式的多样化是文化产业发展资金充足的重要前提。河北省各县域文化产业发展的程度虽然不同,但各种投融资形式的存在具有一定的普遍性,主要包括政府资助、社会资助、金融资本市场融资和吸引外资等四种。鉴于当前存在的主要问题,政府应发挥好掌舵功能和扶持作用,提升社会资本的利用效率,促进通过金融工具多样化,努力提高利用外资的质量和水平等方面努力,实现投融资形式多样化对县域文化产业发展的支撑和推动作用。
Capital is the blood of the development of cultural industries, investment and financing and diversification of its form is an important prerequisite for adequate funding for the development of cultural industries. Although there are differences in the development of cultural industries in all counties in Hebei Province, the existence of various forms of investment and financing has a certain degree of universality, mainly including four types of government subsidies, social grants, financing of financial capital markets and attracting foreign investment. In view of the major existing problems, the government should play a helm function and supportive role to enhance the utilization efficiency of social capital and promote the diversification of investment and financing through the diversification of financial instruments and efforts to improve the quality and level of utilization of foreign investment.
