在伊朗回购合同模式的油气田开发建设项目中,中国石油公司实质上进行了垫资的EPC总承包活动。投资方受产油国对项目进度和成本的深入控制,对国际石油工程承包商的经营管理造成了明显影响。工程结算作为关系项目运行的重要环节凸显出鲜明特性,在不断的实践中,积累了经验教训,逐步摸索出一套管理策略,有效地加快了结算进展和工程款回收,保障了项目的顺利运行。
In the oil and gas field development and construction project of Iran’s repurchase contract model, PetroChina actually carried out the EPC EPC contracting activities.
