旧时代常用“清水衙门”颂扬一些廉洁奉公的“政府”。这里所说的“清水衙门”,指的是那些没有生财之道、两袖清风的事业管理单位。水利管理部门不是生产性单位,也没有什么资金来源,除了收取一点水费之外,全靠国家拨款维持。因此,这是个名副其实的“清水衙门”。 然而,前些时候水电部在北京举办的水利系统综合经营展销会,却以事实改变了人们这种老观念。展销会上不但有活鱼活蟹、干鲜果品,服装鞋帽、竹木家具,而且还有家用电器、活动房屋、大型游艺机。人们吃惊了,水利管理部门居然能在商品生产中崭露头角,“清水衙门”也有了生财之道。
In the old days, “clean water tips” were used to celebrate some “governments” that were clean and honest.
