在几乎没有国土疆界的时空压缩的全球化背景下,面对异族文化的强力渗透,世界上许多国家开启了本土文化保护的议题。然而,许多国家现行的文化保护政策受到经济学者们的质疑。结合中国的现实,政府应清晰厘定自身的行为边界,一方面,对于高雅经典文化,可借助公共文化服务体系的建设在全社会范围推广高雅文化和经典艺术,培养民众的文化修养与艺术品位,帮助民众建立起文化自觉与文化自信;另一方面,对于大众娱乐文化,可借助文化产业公共服务平台推进创意资源的共享与整合,构建完整的产业价值链,提升文化产业的竞争力,抵御外族文化殖民。
Against the backdrop of the globalization of space-time compression with hardly any national boundaries, many countries in the world have started the issue of local cultural protection in the face of the strong infiltration of inter-ethnic cultures. However, the current policy of cultural protection in many countries is questionable by economists. On the one hand, for elegant classic culture, it is possible to promote the elegant culture and classic art across the whole society by means of building a public cultural service system so as to cultivate people’s cultural accomplishment and artistic taste, On the other hand, for mass entertainment culture, we can promote the sharing and integration of creative resources by means of the public service platform of cultural industry, build a complete industrial value chain, enhance the competitiveness of cultural industries and resist foreign nationalities Cultural colonization.
