众所周知,一个完整的航空产业应该包括制造、销售和售后服务,形成一个行之有效的闭环,才能得到进一步的发展。长期以来,我国航空业在传统计划经济的影响下,重制造、轻销售,完全依靠国家资金和技术的投入而忽略金融资本,其结果是有限的国家资金制造出的飞机数目相当有限,数目有限导致制造成本高昂,造价的高昂又直接影响销量,从而陷入恶性循环。解决的办法必须治本,也即巨大的金融资本(当然也包括技术)同时介入飞机制造业和销售业,一方面成立专业化的中外合资的飞机制造公司,另一方面组建专业化的中外合资的中国航空租赁公司,以市场化运作的方式,形成“飞机制造公司->航空租赁公司->航空公司”的系统化流程,从而促进整个民族航空业的发展。

On the other hand, a specialized Sino-foreign joint venture China Aviation Leasing Company, with a market-oriented operation, forms a systematic process of “aircraft manufacturing company -> air leasing company -> airlines” to promote the development of the entire national aviation industry.
