近年来,为了寻找高速城市化建设与财政资金困难之间矛盾的突破口,政府采用BT(Build–Transfer,建设—移交)模式筹集建设资金,此模式能通过政策引导与利益驱动等杠杆有效地调动国外资本和国内民间资本用于解决政府基础设施投资不足的问题,但由于种种原因,不少BT项目并未取得成功,本文拟对BT项目投资风险和造价控制进行分析及防范,为类似工程项目提供借鉴。
