目的全面了解全区卫生监督职责相关的投诉举报案件发生情况,从中找寻规律性,以便有针对性地开展日常卫生监督工作。方法将2009~2011年3年中受理的所有投诉举报案件作为研究对象进行统计分析。结果 3年来投诉举报受理案件数基本保持稳定;受理的投诉举报案件中以医疗执业案件居多,占总案件数的67.8%;案件查实情况中未查实率占55.0%,比例较高;行政处罚案件中无证行医案位居第一,成为案件重点。结论全区的卫生监管工作处于可控状态,但针对投诉举报中反映出的焦点与难点问题,提示基层卫生监督部门应因地制宜,科学合理的调整日常卫生监管工作方案,保障公众健康权益。
Objective To comprehensively understand the cases of complaint and reporting cases related to the responsibility of health supervision in the whole district and to find the regularity so as to carry out routine health supervision in a targeted manner. Methods All cases reported in the three years from 2009 to 2011 were analyzed statistically. Results In the three years, the number of cases reported and handled remained basically stable; the number of medical complaints accepted was 67.8% of all the cases reported; 55.0% of cases were not verified, with a high proportion; administrative penalty cases In the undocumented medical case ranked first, as the focus of the case. Conclusion The health regulatory work in the region is under control. However, according to the focus and difficulties reflected in the complaint, it is suggested that the grassroots health supervision departments should adjust the routine health supervision work plan scientifically and rationally to ensure public health benefits.
