2020年中国老龄化人口预计将达到2.48亿,有调查显示,我国愿意选择机构养老的老人占总数的9%-10%,而我国目前养老机构的床位数只是现有老人总数的1%左右。在此情形下,实行养老民营化,充分调动民间力量,兴办养老机构,显得必要而又迫切。而目前学界对于养老机构民营化通常持有两个相对极端的观点,此即要么对于民营化过于乐观,要么过于悲观,本文对于民营化更愿意持积极而审慎的态度,基于温州典型案例的实证分析,探寻养老机构民营化失灵的公共治理之道,力求实现政府力量与社会力量的有机结合。
In 2020, China’s aging population is expected to reach 248 million. According to the survey, China is willing to choose the old-age people in the institutions to account for 9% -10% of the total number of people. At present, the number of beds in the aged care institutions in China is only about 1% of the total number of the existing old people. Under such circumstances, it is necessary and urgent to implement the privatization of the elderly, fully mobilize the private forces and establish pension institutions. At present, the academic community usually holds two relatively extreme views about the privatization of pension institutions, which is either too optimistic or too pessimistic about privatization. This article is more willing to hold a positive and prudent attitude toward privatization based on the empirical evidence from Wenzhou Analyze and explore the ways of public governance of pension institutions that fail to privatize, and strive to realize the organic combination of government power and social power.
