改革的深入和经济体制的转轨,为人防战备建设工作提供了发展机遇。我市人民防空建设根据国家确定的人防建设方针和总体部署,结合市委、市政府打经济总体战的要求,深化人防改革,以平战结合为重点强化政策法规建设和舆论宣传,不断增强实力,逐步提高人防目身发展能力。“八五”期间,人防工程建设任务完成100%,工程的维护管理完成100%,平战结合骨干工程——公园口地下商场,二期工程装修已全面开工,将在今年10月投入使用。至此,人防工程开发利用率达到42%,创产值或营业额300多万元,利税75万元,平战结合净收入每年以9%的速度增长。人防通信警报建设在通信值勤保障,业务训练和警报社会化管理等方面不仅达到上级要求,而且还有新的提高。组织指挥建设进一步巩固了人防专业队伍训练和疏散基地共建成果。目前正积极探索促进经济发展,维护社会稳定,减轻灾害损失,应付突发事件发挥作用的有效途径和方法。“九五”伊始,人防办作为国防动员委员会和市政府的职能部门,为搞好人防战备工作,把宣传、政策法规建设作为搞好人防工作的突破口,采
