文化强国从来都没有过,因为单靠文化是不能强国的。而单靠政治或单靠经济也是不可能强国的。历史的经验告诉我们,只有武力能够单独实现强国的目标,尽管这样的强国可能没有文化。虽则文化强国不现实,然而真实存在着的却有强国文化。可是只靠武力统治的强国还不能称得上是真正的强国,只靠强国支持的文化也不能服众,唯有政治、经济、文化与科技都处于领先水平的国家,才能称得上是名副其实的文化强国。所以,我认为从名词的角度理解文化强国的概念——建设一个文化上的强国,还是以动词的角度解读文化强国的内涵——用文化建设一个强大的国家,都可能产生对这一提法的误读。我的理解是,文化是一个国家的软实力,而这个软实力必须要有硬实力的支撑才能强得起来,文化其实是一些开放在雄厚国力基础之上的美 Cultural power has never existed before, because culture alone can not be powerful.
