一是正确处理扭亏增盈工作与转机建制的关系。转换企业经营机制和建立现代企业制度,是企业改革的方向。企业亏损原因是多方面的,但关键是企业经营机制没有真正转换,必须从转机建制入手,从过去放权让利为主要内容的政策性调整转移到企业制度的创新上来,不折不扣地贯彻《条例》,大力推进现代企业制度改革试点,真正使企业成为自主经营、自负盈亏、自我发展的经济实体和法人主体。
First, we should correctly handle the relationship between the work of turning losses into profits and the establishment of a transitional economy. The transformation of business management mechanism and the establishment of a modern enterprise system are the directions of the enterprise reform. The reason for the loss of a business is various. However, the key point is that there is no real change in the operating mechanism of an enterprise and it must start from a turning point in order to shift its policy adjustment from focusing on decentralization and transfer of profits to innovating the enterprise system. To implement the principle of “ Regulations, ”vigorously promote the pilot reform of the modern enterprise system, the real business to become self-employed, self-financing, self-development of economic entities and legal entities.
