从1998年开始,部分市和地区的建筑和土木工程施工招投标市场出现一场超低价中标之风,其中标价格大大低于标底下限的7%。表面看,会让人以为这是市场经济环境下承包商激烈竞争的结果,为此甲方将节省大批资金,国家利益也将得到维护,其实不然。要弄清这个问题,首先要对低价中标有一个全面的认识。一、“低价中标”绪述 “低价中标”简言之,就是以低于标底的价格中标。一般情况下,承包商要想在一项竞争性投标中获胜,关键问题是报价要恰当。实践经验证明:报价太高,无疑会失去竞争力而落标;而报价太低,也未必能中标,即使中了标,企业也难免亏损,因此恰当的报价要低而适度。
