近年来,在我国的浙江、江苏等较为富裕的地区出现了一种新型的高等教育办学形式,称为国有民办二级学院(或称公有民办二级学院)。赞同之人称其为开创了我国高等教育的新格局,指向了高等教育的未来发展之路。否定者则斥责其违背了公平的高等教育游戏规则,是在特殊情形下在局部地区出现的特殊的办学模式,不具长远性。这种新型的办学形式的好坏,需要高等教育实践发展的检验和自身发展成果来为自身做出辩护。作为一种新兴事物必须符合我国的基本法规及其精神,但是,国有民办二级学院却在众多方面与现有的教育法律相抵触,需要引起人们的关注与反思。
In recent years, a new form of higher education has emerged in wealthier areas such as Zhejiang and Jiangsu, which are called state-owned private secondary schools (or public-run private secondary schools). People who agree with each other call it a new pattern of higher education in our country and point to the future development of higher education. The negators rebuked them for violating the fair rules of higher education. They were special modes of running schools that appeared in some special areas under special circumstances and were not long-term. This new type of schooling is good or bad, and needs the test of higher education practice and its own development achievements to defend itself. As a new thing, it must conform to the basic laws and regulations of our country and its spirit. However, the state-owned privately-run secondary school contravenes the existing education laws in many aspects and needs to attract people’s attention and reflection.
