1 引言 我国原是计划经济体制的国家,军工企业是为国防现代化服务而生存的,因此,军工产品与其他大中型国有企业的产品一样,一直处于高度计划管理之中。党的十一届三中全会以后,情况发生了很大变化,中国推行社会主义市场经济,对国有大中型企业和几乎所有军工企业冲击巨大,原有的管理方针、管理制度都变得很不适应。为此,军工产品管理面临着大调整和大提高的新任务。军工产品管理包括科研生产计划经费管理和产品质量管理两大内容,质量管理又包含产品性能和可靠性两大指标的管理。本文就此如何与市场经济相结合进行探讨。
1 Introduction China was originally a country with a planned economic system. Military enterprises survived for the modernization of national defense. Therefore, military products, like those of other large and medium-sized state-owned enterprises, have always been highly planned and managed. After the Third Plenary Session of the Eleventh Party Congress, the situation has undergone great changes. China’s implementation of the socialist market economy has had a huge impact on state-owned large and medium-sized enterprises and almost all military-industrial enterprises. The original management guidelines and management systems have become very adapt. To this end, military product management faces new tasks of major adjustments and major improvements. The military product management includes the two major contents of scientific research production plan fund management and product quality management. Quality management also includes the management of two indicators of product performance and reliability. This article discusses how to combine this with the market economy.
