从公共产品理论来看,国际合作问题就是国际公共产品的有效供给问题。国际公共产品可分为全球公共产品和地区公共产品,在区域经济合作中,大量涉及地区公共产品的有效供给问题。地区公共产品理论认为,由于地区公共产品的外部性(积极的或消极的)特点,消费中必然发生“搭便车”现象,造成地区公共产品供给不足,从而成为地区合作和区域经济一体化的制约因素。因此,在地区一体化中,区内国家应该加强合作以管理和控制外部性。地区公共产品理论为地区一体化分析提供了一种新视角,在理论上具有广阔的应用前景。
From the perspective of public goods theory, the issue of international cooperation is the issue of the effective supply of international public goods. In regional economic cooperation, a large number of issues concerning the effective supply of regional public goods are involved. According to the theory of regional public goods, due to the externality (positive or negative) characteristics of regional public goods, “free riding” inevitably occurs in consumption, resulting in insufficient supply of public goods in the region and thus becoming the regional cooperation and regional economic integration Constraints. Therefore, in regional integration, the countries in the region should strengthen their cooperation to manage and control externalities. Regional public product theory provides a new perspective for regional integration analysis and has broad application prospects in theory.
