我国社会转型时期,强制拆迁中各种利益关系发生冲突,势必导致非直接利益冲突的产生。其有用行政权力取代法律,忽视民意民生的主观诉求,对各种利益关系未作平衡,以公共利益的名义假公济私滥用行政权力等原因,均是引发社会不安定的因素。因此,必须贯彻以人为本,执政为民,依法办事,健全制度,维护好公民的合法权益,并在实践中及时化解矛盾,妥善处理问题,严格实行责任追究制方能有效地解决这一问题。
During the period of social transition in our country, the conflicts of various interest relations in the forced relocation will inevitably lead to the non-direct conflicts of interest. Its useful administrative power to replace the law, neglect the subjective demands of people’s livelihood, not for the balance of various interests, the public interest in the name of false administrative fraud and other factors, are the factors that cause social unrest. Therefore, we must implement the principle of people-oriented, govern for the people, act according to law, improve the system, safeguard the legitimate rights and interests of citizens, and promptly resolve conflicts in practice so as to properly handle the problems. The strict implementation of the system of accountability can effectively solve this problem.
