从水生态、水环境出发,以环境与经济协调发展为目标,对海河流域水资源承载力进行分析。通过分析水资源承载力的影响因素,系统地研究指标体系构建、权重确定、综合评价等内容,建立海河流域水资源承载力评价指标体系。通过获得的资料,对海河流域水资源承载力进行基础指标的量化计算,证明水资源匮乏、水资源短缺严重制约流域的社会经济发展,只有大力发展节水型社会和经济、合理使用水资源、进行流域外调水、海水淡化才能摆脱缺水困境,实现水资源的可持续利用,从而促进社会经济可持续发展。
Based on the ecological environment and water environment, taking the coordinated development of environment and economy as the goal, the carrying capacity of water resources in the Haihe River Basin is analyzed. By analyzing the influencing factors of water resources carrying capacity, we systematically study the construction of index system, weight determination and comprehensive evaluation, and establish the evaluation index system of water resources carrying capacity of Haihe River Basin. Based on the data obtained, the quantitative calculation of the basic indicators of the water resources carrying capacity in the Haihe River Basin shows that water resources are scarce and the water shortage seriously restricts the social and economic development of the watershed. Only by vigorously developing the water-saving society and economy and using water resources rationally, In order to get rid of water shortages and achieve sustainable utilization of water resources, it is necessary to carry out water diversion and desalination in watersheds to promote sustainable socio-economic development.
