一、制定背景《国务院办公厅关于推广随机抽查规范事中事后监管的通知》(国办发[2015]58号)明确提出,要大力推广随机抽查,规范监管行为,创新管理方式,强化市场主体自律和社会监督。《国务院关于印发2016年推进简政放权放管结合优化服务改革工作要点的通知》(国发[2016]30号)要求,2016年底随机抽查事项要达到本部门市场
