本文认为，三峡库区属于落后的地区，其整体经济发展水平与沿海等发达地区相比有着较大的差距，库区要实现其经济的超常规发展，必须抓住机遇，扩大对对外开放。一是要加快基础设施建设，二是改革外贸体制，建立新的协调机制，三是制定完善和落实对外开放的鼓励和优惠政策，扩大对外经济技术联合和协作。 This paper argues that the Three Gorges Reservoir Area is a backward area, and its overall economic development level has a big gap compared with other developed areas such as the coastal areas. To achieve its extraordinary economic development, the reservoir area must seize the opportunity and expand its opening to the outside world. The first is to speed up the construction of infrastructure. The second is to reform the foreign trade system and establish a new coordination mechanism. The third is to formulate and improve the encouragement and preferential policies for opening up to the outside world and expand the cooperation and coordination of foreign economic and technological cooperation.
