第一条为促进国民经济和对外贸易的发展,按照建立社会主义市场经济体制的要求,进一步改革和完善进口管理体制,根据《中华人民共和国对外贸易法》和国务院关于进口管理的有关规定,制定本办法。第二条本办法所指的非自动许可进口商品,系指除关系国计民生、需国家综合经济部门进行总量平衡的重要商品以外的实行进口配额许可证管理的商品(目录见附件)。第三条根据国家产业政策和行业发展规划,国家对需要适量进口、但过量进口会对国内相关产业造成一定损害的商品,实行非自动许可进口管理。第四条对外贸易经济合作部(以下简称外经贸部)按照国民经济发展规划和国家产业政策的要求,负责全国非自动许可进口商品进口的宏观管理和协调工作。第五条外经贸部根据中国政府在有关国际协议中所承担的义务,负责对非自动许可进口管理商品品种的调整,并公布实行。第六条外经贸部根据国内工农业生产建设需要和市场需求、国家贸易平衡、外汇收支平衡状况,以及国家外交、安全、环境保护等方面的需
