传统理念下的社会养老保障，是局限于国民收入再分配以及个人的消费支出。而现代社会条件下，当人们把养老保障作为事业、产业大力发展时，它不再是社会负担，而是社会经济、政治文化等全面发展的引擎之一。其基本功能是释放家庭主力劳动者，拓展医疗保健事业和产业，增加就业岗位。因此，要从长远战略出发，根据不同地方社会经济文化的差异和不同群体收入结构的差别，建立完整的服务体系。同时，也要在基本对策方面提供符合不同群体、不同阶层的多元服务产品。“,”Under the traditional concept,the social pension security is limited to the redistribution of national income,as well as the personal consumption expenditure.However,under the condition of modern society,when people take the old-age security as a cause or industry and develop it vigorously,it is no longer a social burden,but one of the engines for the all-round development of social economy,political culture,etc. Its basic function is to release families ’ main laborers, expand the health care industry, and increase employment.Therefore,from the perspective of long term strategy,it is essential to set up a complete system of service according to the differences of social economies and cultures in different regions,as well as the differences of income structures among different social groups.At the same time,in the aspect of basic counter-measures,it is also necessary to provide multi-service products which can satisfy different groups and classes.
