不平凡的1997年刚刚过去,黄河在度过又一个平静安澜汛期的同时,其断流状况反而愈演愈烈,以至成为新闻媒体和公众关注的热点。有关部门采取哪些措施缓解断流危机?究竟如何看待黄河断流?1997年国家治黄工作有哪些举措?今后采取哪些措施促使黄河治理开发再上一个新台阶?带着这些问题,我们采访了黄河水利委员会主任鄂竟平同志。
