通过玻利维亚和厄瓜多尔左翼政府初级卫生保健改革情况的介绍,探明新自由主义对拉美国家的影响,了解左翼新总统上台后两国实现社会主义转型、推进初级卫生保健改革政策及成效,探索政治与社会因素对初级卫生保健改革的影响,以期获得卫生保健改革经验和启示。两国卫生改革在旧模式下艰难推进,尚未创造出新的“综合性初级卫生保健”模式,初级卫生保健改革仍然任重道远。WHO将初级卫生保健作为2008年世界卫生报告的主题,提出“重振初级卫生保健”。初级卫生保健是实现人人享有健康目标的必由之路。我国应在新医改中再创初级卫生保健辉煌。
Through the briefings on the reform of primary health care in Bolivian and Ecuadorian left governments, it explores the impact of neoliberalism on Latin American countries, understanding the realization of the socialist transformation of the two countries after the new left-wing president took office, and the promotion of policies and achievements in primary health care reform, as well as the exploration of political and The impact of social factors on primary health care reform with a view to gaining experience and inspiration from health care reform.
